I don't think Japan's participation is required. Japan, South Korea always take sides with the America's view. Although South Korea is slightly more sympathetic since they are same people. Russians have less concern over the area. These three countries might be taken in talks, but it's because they are needed just in order to strike a balance.
For China, on the other hands, the relationship between North Korea and America is important as if it were their internal affairs. But I guess no countries are so serious about this area. North holds the nukes now so war is not likely to occur. Besides there's no conspicuous natural resources like oil in Middle East.
