Same thing. Money has no special colour for gap tariffs and sales tax.
Methinks there's a similar problem in both countries. There are many made in China in American stores. JCPenny orders thousands of boots from China. Goods are subject to being brought to America via aeroplane, but after being taken everything into considerations, goods are made in China and being shipped to America. Because they can realise the competitive price than their domestic counterpart. It is wrong if we think domestic products will be protected if gap tariffs were implemented. The change of industry structure might occur, but it helps nourishing the new industry that is not susceptible to the menace of foreign competitive goods.
