Aside from my personal view, economic sanctions or other oppressive measures have been imposed on trade items from North Korea. There are 1.5 million Korean descendants who live in Japan, in which some population from North origin have been also persecuted in Japan. But the trade with North Korea has been not so common, North Korean descendants are already very Japanese, so I don't think those measures cause some notable effect.
From military viewpoint, Japan has patriot missile system, this system is meant for defence, missile against an opponent's missile. Besides Japan has Aegis, which can destroy 12 opponent's missiles at the same time. Aegis is equipped in US and Japan only. So even if North Korea declared the ownership of nuclear weapons, that doesn't automatically become an imminent threat to any country.
Japan doesn't hold nuclear weapons, but there are five US military bases in Japan. US military is nuclear equipped. So Japan was kept under the umbrella of nuclear weapons. North Korea was in a hurry to develop nuclear weapons because of this overwhelming US military presence in the region.
Six Party Talks is decided to be held on 18th of December. I want to see the consequences.
