Father of Bush wanted to appoint another man for Secretary of Defence. But because lots of oppositions arose especially from Democrats -that man used to be a chairman of contra investigation commitee in the Reagan Administration.
Then he chose Cheney to be a Secretary of Defence. He was praised by many Democrats as a man of decency and integrity. Throughout his participation in both Bush Administrations, he has been showing his integrity and capacity to help President well.
BTW Powell resigned. He was a Commander in the first Gulf War. Instead National Security Adviser ascends. - So far as I know, seems same people are changing their positions.
