Germany under Weimar Republic (1919-1933)was hard to please for all the Germans, Germany were obliged to load over what he could owe, Germany was the almost only one loser of the WWI, so he had no power left to say no to the overwhelming demand from the Allied countries.
So he started making a country within his country, which is a country believed to be belonged to other people. Nazi Germany started sending them into a concentration camps, etc., is a well known history of persecution of its 'other people'.
Such absurdity occurs in times of emergency. In 1923 in Tokyo Earthquake, rumours that the other people started uprising against Japanese rule generated thousands of victims.
Octopus starts eating his tentacles if he had nothing to eat. The notion of country should be an illusion, let alone the notion of 'country within a country' should have been.
