Private Is Prior To Public
According to the news related to education, more than 20, 000 high school students will not be able to graduate because they failed to take enough unit of compulsory subject such as world history. World history was made compulsory as of 1994 by a ministry of education, but many universities don't require that examinees take it. So high school students who are not required to take world history in entrance examination don't like to take world history. Therefore high school had quitted imposing world history on examinees. High school authorities had been reporting falsified statement that all students took world hisory course.
The problem lies not in high school, universities, but ministory of education.
One hundred years ago the University of Tokyo was made to nourish a public servant, it was taken for granted that many excellent students be public servants. Nowadays many excellent students enter into private work force, not government. In this particular case as to world history is a typical example that government people decide things according to what they think it favourable, hopeful. They had needed to decide which subject ought to be required according to what subject university entrance examination requires. People here used to live as what public servants ordered them to do so. That time had passed forever.
