Otaku means 'your home' in Japanese, used to only connotes favourable sense. From some time in the past in the wake of TV game, early 90s, the word also started meaning those who only live in their own world whatever the world is - also connoting very bad meaning.
Akibakei is an abbreviation of Akihabara people, Akihabara, where many electronic goods can be found. Traditionally we've got many amateur radio enthusiasts(HAM) and broadcasting listners there. I was also one of them - I started listning to short wave radio at age 13. Basic difference between otaku and akibakei is that the former are only eager to make a closed circuit within their own limited world, the latter are basically fond of trying to communicate with others as many as possible. In the age of information technology, it stands to reason why akibakei is sought after among young chicks who don't know many about mechanical technology.
